Hi and welcome! 
The through hull fitting for the engine raw water cooling is under the galley sink. There are two valves, the one forward is for the sink drain and the rear, smaller valve is the  engine raw water cooling.

This might sound like a silly question but I’m a first time Tartan owner so not familiar with everything on the boat.

can someone tell me where is the engine cooling water valve located on a T33.?
